do they just hope it's genuine and that they may get a bargain, and if it isn't eBay and PayPal will protect them and so there's no real risk?
Sellers have to start somewhere, but ISWYM cash on collection would be my preffered option.

Here's a quick trick/ tip.
Grab the image of suspicious item and use it as a Google image search. If it throws up the exact same image in a forum/gallery/flikr gallery somewhere else entirely then there's a good chance its a scam

Have reported it to eBay as fraudulant, but they don't even give you a text box to explain why these days, so they will probably just ignore my report.
