Working in Ireland and taking some tools

I've got to take some things to Ireland and fit them. Taking a van on the ferry. The paperwork for the export of the things is a pain but I think I'm getting to grips with it. I'll also need to take a few hand tools, drills, saw and the like. The tools will be coming back. Surely this happens a lot but I'm struggling to find a definitive guide or answer. I can get an ATA carnet but at over £400 it might be cheaper to buy the tools there and throw them away! Anyone dealt with this and found a simple low cost solution? Obviously grrr Brexit and all that. Last time I did this was 8 years ago, no paperwork, not even a passport

My first thought would be to sail to Belfast then drive down accross the border. Noone seems to look twice at the ferry port, mind you I've been in a private car each time.

ATA carnet for the tools officially.

The other thing to consider is that if it's considered that you are transporting the goods for hire or reward (grey area) you may fall under the requirements for international operatiors license for vans over 2500kg and all that that entails (transport manager, six weekly inspections, drivers hours records etc)

Having said that I know that lots of vans travel daily without either and not many get caught.

For context I run a European transport business.

I’ve done it a couple of times now. Yeah you could do Belfast. I got asked business/work  at Rosslaire and was asked to fill in a temporary/verbal export declaration. It was stamped going into Ireland and check and stamped on exit too. This may help.

You can now get a ref number on line to set it up beforehand as I was told next time I went in Dublin. I think I still have an informational flyer in the car about it I’ll have a look and update the post if it’s still there.

A PBN is required for every freight crossing alongside the other customers formalities, you add your MRN and/or ATA Carnet numbers and then log in to check customs status on arrival to see if inspiration is required. Obviously always have to present for inspection with a carnet to get it stamped both sides.
