Tallinn, Estonia is cold and beautiful. I relocated here recently. Helsinki and Stockholm also good but a little more expensive.

The mention of Kraków........in a past life - in the paper & print business - I built a relationship with a paper mill in northern poland which had been bought by international Paper (IP) of the US.
The mill was in Kwidzyn - always pronounced as quids in; what a fantastic name/location for a business.
That's all - just a memory and a comment.

Well you could come and sit in my house, cold from now until May - often sit with extra layers of long johns, 2nd jumper, down jacket, under a blanket. 🙂
Sorry no great suggestions. Somewhat ironic though that people need to fly abroad now to get cold weather, in part due to the warm weather caused by...

Amsterdam. Right cheap by air or by boat.

I’ll suggest something alternative - many of the ‘older’ ski places are fabulous for non skiers. Lots of nice winter walks, interesting cities, cheap access to cable cars etc, toboggan runs (from the gentle to the extreme!) lots of lovely mountain restaurants, beer, schnapps, schnitzel etc etc

My suggestions (sorry for Swiss leaning, all local to me):
Engelberg
Luzern (lovely lower city, access to Mt. Pilatus and Mt. Rigi)
Davos (if you stay at hotel in Davos, they have a program called ‘Davos Inside’ which lets you do things unusual and for free, like going in a piste-basher in the evening in the dark as they prepare the pistes)
Gstaad
St. Moritz
And St. Anton in Austria

Let me know if you want any more info or help planning

I'd try Helsinki as well, by (ex) nephew lives there & he'd take me to a hockey game.

Depends what you want to do Ton.City or countryside?
Have a look at Finland or Lapland.
In March we had a cracking week on Fatbikes in Finland, but that's not much use if you're after a city break.

Get a bus out of Helsinki to Porvoo and see the landscape, people skating, fishing through holes in the ice, houses with no fences, go to the old part of town then come back. A nice contrast with the city. Finnish culture is very different and interesting and no hassles anywhere.

I gather you like beer Ton 😀 So despite some great brews I'd avoid Scandi countries unless your prepared to take out a new mortgage !!
Mrstaxi and myself have been to Prague several times in winter, always been cold loads to see in walking distance of the town centre and most importantly my favourite European beers from about £1 500ml if you avoid the tourist traps.

Helsinki has had its first snow of the winter. It would be my first choice.

I live further north of Stockholm and Helsinki. They may not have had a lot of snow by late december and you'll get 2 hours of daylight max. You may be lucky and get loads of course though! I would wait until january.

Vilnius, Lithuania. Beautiful place, we did 2 nights hotel and flights £110 for 2. Not as cheap as it was now it's on the euro. But still very cheap. Museums are plentiful, highly recommended the ex kgb prison for a look.

The wife has done a blog post abiut it here https://addictedtotravel25.wordpress.com
