What's the difference between Microsoft Cluster Services (MSCS) and Microsoft Failover Cluster Manager (MSFCM) ?

The service determines whether a failover should be initiated.

The manager enables configuration of the cluster services.

There are many resources online, I always start from the Microsoft documentation as it is so much better than it used to be, then look elsewhere if needed.

You won't have a cluster without the cluster services running.
