Basically I'm building a raised bed which was turfed.
I've dug up the turf to turn the soil underneath but if I bury the thin turf under the top soil will it break down over time?

Yes, but bury it as far down as you can, so the grass can't grow up through.
Yes , grass side down . It takes ages to breakdown .
Top tip, as above double dig it at least or you will have grassy beds.
Slag it off a bit as you're digging, the psychological effect will speed things up.

We made a mound of turf from some beds we dug last summer, It was pretty much just earth when I moved it last weekend. Like above, we put it grass side down and left it.

I laid turf straight down on top of old grass in part of my garden. Worked perfectly!
