not sure there are any free sites that let you do that (I'm assuming that you want the site to be able to stream it for you afterwards). Vimeo are 5GB if you pay but only 500MB otherwise
Are you sure you want 3GB though? Normally you would downscale the video a bit as not everyone has the bandwidth to stream HD video and 3GB is a lot. Even full movies downloaded from iTunes are only half that
