Nope, neither of those are properly waterproof. Some people are cool with that but I’m of the I’ll stay dry inside whilst outside variety. These have been keeping me going through this soaking winter, bargain too Troy Lee resist.
Exactly as Goldfish24 says. Both of your options are water repellent which will keep you dry for all of 3 seconds.

I bought those a year ago and never wore them. I They had their first outing last weekend and they're absolutely brilliant.
I also have some Madison Zenith 4 season trousers which are DWR with waterproof panels. They're great for when it's a bit chilly and splashy but you end up soaked eventually if it a wet day. The material gets waterlogged and heavy, clings to your skin and makes you coldm Even if it's not actually raining and it's just the ground that's wet. The Resists kept me dry for 5 hours in the Peak District on Sunday.
Only downside to them is they taper right in at the bottom and don't stretch over my boots. For that reason, I'm tempted by the older Madison DTE trousers which have a zip at the bottom. They're cheap on Leisure Lakes too
Absolutely spot on. Wore the tights, soaked in ten mins... Over dry mile socks, in NW gtx boots. Boots wet, socks filled.... Had to wring out at the pub....
Madison jacket did ok ... ish.
Sealskin gloves, which are past their best, sodden.
Roll on summer.
