I need to make some DVDs that have photos and some pdf files to give out to various people.
Is there a free software that I can download to make them look professional?

I found Windows Movie Maker did a reasonable job.

Trouble with free software these days, they all seem to have some spyware toolbar or background guff going on.
Ulead make good software at reasonable prices - might be worth trying the trial version -
