You don't need to be in the US in order to make a phone call that originates from a US area code, obviously.
Careful about calling numbers back. There used to be a scam where you'd call back, you'd be connected to a premium rate number that sounded like it was a ringing-tone at the other end when in fact you were being charged 5 quid a minute (or something more or less costly).
My approach is usually "If it's important, they'll call back"
