For making picture frames etc. They hold the mitred corners together. It's a case of what it says on the tin (box) for that one....

To slightly derail the thread, I once worked at a law firm that did a bit of "white collar" crime work. One client got arrested and handed his phone (then a state-of-the-art Nokia 8800 with [b]a camera[/b]) to me. The boss suggested I check his phone for anything which might have been pertinent to the matter (having agreed with the client first). So, I scrolled through his phone to be confronted with pics of his member, 😯 lined up against different model mobile phones, including the 8800 (which, if you remember, was quite a small phone).
Let's just say he didn't come off well in the comparison.

They're used more by joiners for making drawers or sometimes by artists to make canvas stretchers. You wouldn't generally use them for picture frames as they would bruise the wood.
You'd use a band clamp if clamping was necessary.
