Have been really impressed by a friend’s galaxy s9 in low light. Is there a camera that will be as good as that but waterproof enough for snorkelling?

As above, whatever Olympus Mju fits your budget. I have a 7+ year old TG1 that's still going great guns. Lacks Wi-Fi connectivity, but is otherwise excellent.

Yup. 2014 Olympus TG-2 owner here. Just bought a TG-5 for my wife. Nice pictures and indeed tough.

Sony RX0 has a 1" sensor, so much bigger than most compacts. Should be better image quality, especially in low light.

Bought a tg5. Was awful imo.

Sold it and got a hero 7 black.

Different tools. The TG-5 is excellent, but you need to learn how it works and switch from the default settings to get the best from it.

Very happy with my TG4. Good all rounder. But for significantly less money I also have a Chinese go pro copy that does a fantastic job for snorkeling and water sports. For the £30 or so they cost you might as well try that first and see if it's useful. I wouldn't say either were brilliant in low light though. They work but not could be better

I've got the SJ4000 which was the go to copy a few years ago. I assume there is something even better out there these days.

I've an olympus tg4 and it's brilliant. Best compact camera I have ever owned, and I've had quite a few! I'm Sure the newer ones are even better.
Got some great photos last week snorkelling with it

Modern phones are amazing. I don't know whether a tg tough would be better or as good. For example it has an f1.5 lens.

Phones are excellent, yes. However, to get one as tough as a Tough, it would be a massive brick, and totally impractical as a phone. So, get a good phone for 'everyday and then a camera for times when you need something tougher.

Last week, for example, my camera was bounced around the back of a ski boat, stuffed into a lifejacket while sailing, dropped in to the footwell of an open kayak whole paddling around, floated in the pool, kicked around on the beach, etc. No 'normal' phone would have handled all that.

Yup. My phone although in theory is mildly toughened stays tucked away in drybox inside the drybag. The TG-5 lives in the buoyancy aid or pockets.
It has some limitations (I still prefer my ancient canon s90 for a compact when i am not worrying about getting it wet) but for taking basic pictures without going for a professional level case for a dslr about as good as it gets. Although for video a gopro or clone would probably be better.

The RX0 is rated for 10m waterproofing as standard. Should be OK for snorkelling.
There is also a dive housing available, with 100m waterproofing, though very expensive.
