Just a flat bladed screwdriver to prose it open at 2 o'clock?
Or something more specialised. It's 90 miles away, and so I can't just nip out and try.

Crowbar underneath the lip at 2 O'Clock - You mioght struggle with a screw driver. If its stuck, try hitting the lid or the concrete casing to free it a bit.

A stopcock key ( or a toby key as I would call it) usually has a flat end to one of the handles for prising the lids.

Tool station, although I'm sure mine came with a short plastic thing that fitted into the meter like on the right in this picture.

I open mine with just a large flat screwdriver. A polystyrene thing covered in spiders lives beneath...

Two screwdrivers makes it easier if dirt has got into the seal, 2 O'clock and 11 O'clock. If you have a spare hand stick a third in at 6 O'clock for good measure.
