Look, I get that the op thinks it’s pretty undesirable, and it’s also correct to point out that in countries where (some) drugs are legal they’re tightly regulated and thus not dealt from middle England suburbia, but given that the police have been multiple times, perhaps they think there’s not much they can or need to do. I've told this story on here before but here it is again for the benefit of the OP: a colleague of mine was being bothered by kids gathering in their cars on waste ground at the end of his garden. repeated calls to the Police had achieved nothing. So he bought a catapault and collected some nice round pebbles from the beach then next time the kids arrived, he went out the front and began lobbing stones over his roof. Before long a loud crack told him he had got the range and it only took three more before, with engines revving and tyres screeching the yobs made off and never came back again.

OP - Simply murder somebody that you’re not very keen on and dump the body and some evidence in their garden. Two birds with one stone.
