I'm wanting to change the rear discs and pads on my 2018 Passat. I know I need to disengage the parking brake motor, but was wondering whether I can use a standard OBD11 reader, or whether I have to buy something exotic like VCDS? I'd much prefer to only have to spend £40, as you can imagine.
A normal reader does just that. Reads. You might find that a cheapo cable and some hacked software is available (it is for ford and vauxhall)

You don't normally NEED software and a laptop etc...
Most cars with EPB can be put into a 'maintenance mode' simply by a series of pre-defined actions - see your user manual.
It's usually something like: key off, press and hold accelerator pedal, key on, release pedal, depress pedal followed by key off. The EPB motor will back off completely and will not respond to the switch. Now you change the pads and discs.
Then reverse that to re-initialise the EPB.
Carista will do it.
