It's for sharpening saws.
Less common these days as most common saws are induction hardened and can't be sharpened.

One of these was in my Dad's stuff when we cleared his workshops.
Took a while to work out it's a saw vice to hold the blade while you sharpen it

Love all these old tools..some amazing stuff about .I still have a tool I bought at a car boot that I can't identify.
