Cyclists keep talking about riding into a "block headwind". Is "block headwind" to "breeze" as "flu" is to "a cold"?

'a bloc'

A block headwind is a full on headwind, as opposed to a cross wind. As in the wind is blowing in the opposite direction you're riding.
