A friend spotted this on a wall outside a pub in Shrewsbury and asked what I thought it was. I've seen similar, and assume from the fact that it's blue, that it's probably something to do with water, and maybe identifies an 80mm pipe buried at 1.7m? However I couldn't make a stab at the 'WO' even if the other two parts are somewhere near right (apart from 'W'ater, probably)
