I have a builders trug that lives outside to collect rain water for the plants. It's got its own eco system flourishing in it complete with 100's of small insects/baby aliens that dive down to the bottom when you look in. They soon come back to the surface again.
They appear to have a small tail underneath their body that flicks them forward at quite a speed.
What are they?

Yep approx 2mm, no sound or complaints - they seem happy.

No they are fairly stationary but do occasional hyperspace jumps/quick burst of speed, if you peer in they all panic and dive to the bottom of the tub.
i hope you dont mind if i hijack your thread, but i have some tadpoles moved into my pond and i watched them grow, expecting to see them grow legs and walk, but now i only see small ones in the pondweed.

Well, it’s highly unlikely that they ‘moved into’ your pond, an adult frog, or toad, would have had to lay the spawn in the water first.
It’s possible some predator took a fancy to the bigger ones.
Dragonfly or diving beetle larvae will happily cull the tadpole numbers in a smallish pond before they develop the means to have it away on their toes!
Even their siblings…
I don't think they are anything suggested so far (I've googled them).
I'll let them develop and see what they grow into......
