Fire kills adverts. Kiddies cartoon, 3 minutes long. Super-basic, aimed squarely at kids (with a 1 line comment at the end to remind parents not to leave lighters/matches near kids). At 2am, between parts of an adult-aimed film (not that sort!).

Probably to remind tired parents who are smokers, not to leave their lighter lying around before they go to bed. Very young kids have a have a habit of waking up super early and could set the house on fire while the parents are still asleep.
Probably networks selling cheap advertising or there are no adverts booked for that time slot so rather than have nothing on they will fill it with old government PSA announcements.
