Can anyone advice how I can register a web address, and set up multiple email accounts on it. I don't want to use an email server, just configure a client for the multiple addresses, in fact it would preferable to have all the addresses available to a single master account, I just want to be able to track the used addresses.
The website I won't be doing for a while, but I think it makes sense to register it all together.
I guess this is will just be an service offered by a hosting company.
I'd just decide who you're going to use for the hosting and do it via their config tools.
Our one allows you to auto-forward all email to a single address.

Unless I'm misunderstanding your request, all you need to do is register a domain name and then set catchall email forwarding to (say) a gmail account. No hosting necessary.
I use 123-reg for this.
United hosting for hosting is my choice they have been absolutely solid for me and 123-reg to register your domain. When you setup your account - with which ever host - get an ssl certificate for your domain too so that you can have at least a degree of security.
