A quick remove old tiles replace with new tiles in the kitchen has taken a turn for the worse. Much of the original concrete floor has turned to powder and either come up with the tiles or ended up in the hoover. Floor looks to be a combination of sand, waterproof membrane then concrete except one section where the membrane has been folded open with 4 stacked quarry tiles filling the void.

If I fill with cement it will pull any water up and into the concrete as there is no membrane at the bottom. Replacing up the entire floor isn't a possibility either. Is there something that can be poured in to form a barrier? Was thinking along the lines of self-leveling compound. Any suggestions welcome.

If you have a moisture problem, you'll want to fix that.

You could use fill the holes with a couple of inches of crush then poly VB, tuck taped to the existing then concrete and put DITRA over everything before tile, but sounds like your slab will still have a problem...it just won't permeate through the DITRA..but it might migrate sideways and up once the rest of the slab is saturated.
