I'd only recommend you go and try some on. Either a massive retailer like Go Outdoors OR find a specialist boot fitter in your area. Worth the extra few quid over buying from the cheapest supplier online.
I have some lightweight Salomon Outlines, can be found for £100. Like a higher cuffed running shoe.
I bought some Berghaus Hillwalker 2s this time last year for £62, they're a decent option, much lighter than my Altbergs. Looking on Amazon they want £110 for them at the moment so maybe not if you want them soon, otherwise set a price watch and try to resist as a pair of boots you don't really need come up at a tempting price!
I would recommend a visit to Decathlon and try some of theirs so long as brand doesn’t bother you.
I got some of their Quechua (MH500 iirc) about 18months ago. Been up Snowdon twice, done the Winter Fan Dance (Pen-Y-Fan) and countless other walks in all weathers and at all times of the year (I don’t find them too warm or anything during summer so perfect for all year personally) and they are still going strong. I definitely paid less than £100 for them.
I’ll definitely be having a look there again when I replace.
Hi-Tec do some decent Goretex boots for less than £100 - not a trendy brand but IME they work.
I've got some Hi Tec boots - they're waterproof, cheap, and come with Vibram soles, but there's such little padding you feel every twig and pebble. Crap for hiking, but not bad for the winter cycle commute!

Great boots - had them ~5 years, tramping all over. Incredibly comfortable, and still going strong. I'd get another pair like a shot
I've got North Face Edgewood but I'm not sure if you can still get them.

Just buy whatever fits your foot from a reputable brand. All depends on your foot shape - Berghaus, for example, tend to be very high volume with a wide-ish heel, particularly the ex-Brasher, leather models, which might or might not work for you. Also your feet swell up slightly during the day so ideally best to shop for boots in the afternoon.
Gore-Tex liners are okay, but sit inside the boot so water can eventually pool between the sock-liner and the boot outers, which will feel cold even it it doesn't leak. Little known fact: we don't have wetness receptors on our skin, so when you feel 'wetness' it's actually a combination of cold and the sensation of liquid movement (or something like that), which is why what feels like wet feet / socks isn't always.
If Scarpa works for you, they do a very few OutDry lined models which, ime, are better waterproofing solutions than GTX, but unless you find some reduced will be outside your price range probably.
