Do these things have enough air in to float if dropped in the water? Any advice for taking my phone if I want to go out paddling on the sea? Maybe for a photo or two but also for emergency purposes.

I've got an Aquapac one for kayaking. Works well, no issues and has a handy lanyard to carry around my neck.
Attracts sand & grit when wet, but they will all do that.
Just tried my Rapha phone pouch in the sink and the answer is yes, no photos as my phone was inside it...
I've used some unbranded one for sea swimming with no issue. Floats and can take photos.

Aquapac usually come with a lanyard of some sort.
Not sure if they float but RNLI were giving them away for free (by post! You don't have to visit a shop just register online) Not sure if they still are but we have two and they have a lanyard so dropping shouldn't be a problem. Mine goes round my neck and gets zipped in the front pocket of my PFD.
I’ve never tried, but you could probably blow it up with enough air to float.

Most boat keyrings are attached to either a large piece of cork, or some other mini buoy or mini fender type thing, obviously designed to float if you lose the keys over the side. They're usually brightly coloured orange so you can see it.
Unfortunately my mates victorinox multi tool didnt have such a flotation device and we watched it slide off the coachroof and into the big blue dustbin 😆
whatever bag you find to use, might be an idea to drop into a chandlers and pick something up to attach that floats.
