So been to a block of apartments today, about 12 in the block and when somebody flushes the toilet or turns a tap on the pipes resonate like a loud ticking clock, have drained the cold water tank and checked the float valve in the apartment i had access to and re filed the tank slowly, but the noise persists in the communal water pipes, and we cant track it down to a particular area/apartment.

The big diaphragm washer can cause water noises.
You really need to find out if it is a specific flat or all flats, also check pipework is insulated and clipped. Pipes in voids can resonate badly through buildings.

If it happens in all apartments i would be checking the main shut off valve.
The only way to find it is to isolate each apartment and try reproducing the noise. If the noise persists after ruling out all apartments, then it's the main valve.
Is there a pulse damper on the piping somewhere with a failed diaphragm?
