Don't think it will make much of difference as it just a tax on the majority of HGV's which is then passed onto the consumer. Accidents will still happen regardless of who is at fault but there will be more coffers in the bank for making additional cycling lanes many years down the line.

be fitted with sideguards to protect cyclists and pedestrians from being dragged under the wheels. It will also require them to be fitted with mirrors giving the driver a better view of cyclists and pedestrians around their vehicles.
