Right some advice needed please all , the missus works at Milton Keynes hospital and pays for a parking permit enabling her to park in the 'staff' car park area of the multi storey car park. Because she takes the little 1 to school and then goes to work she has trouble parking at the best of times but this has been made worse recently due to mutilple areas of building works and subsequent car park closures around the site. Now, a couple of weeks back she arrived in the car park and surprise surprise no 'staff' spaces left, so rightly or wrongly she managed to find a space in the 'visitors' area of the car park but didn't take her staff parking permit out of the window, so once she finished work she got back to the car and surprise penallty notice stuck to the window

Go to pepipoo and read up on what to do.
ignore anyone on here who spouts off with "well she did the crime she should pay"
You'll need to do some work though. Can't remember if UKPC do court. Don't ignore this though.. that was old advice you need to Appeal

I'd just add, put an appeal in before they raise the price after 14 days or whatever it is, then you can't be held liable for more inflated amounts.

Sorry all only part of the post posted for some reason , see full details below

Has anyone come across these cowboys before and any advice ? Aside from just pay the fine and be done with it !!!! For info , the fine is £40 which then increases to £70 after 35 days and is passed to their chosen debt recovery company , any guidance much appreciated

Nope, posted fine the first time.

As above pepipoo (why the duck is it called that?!!) is the first port of call. My wife works for the NHS and gets a few tickets every month through parking in hospital car parks. All have been overturned with a phone call but don't ignore them as it gives them carte blanche to roll you over.

Edit - no, right enough, your 2nd post has expanded....

Also refer to Money Saving Expert.
As your missus is a hospital employee she could talk to facilities or site manager before deciding whether or not to contact UKPC.
A reasonable employer should accept your missus acted in good faith and act to have the invoice cancelled.
It would be worth asking what provision the hospital made for employees when they knew the number of staff spaces would be restricted; did they communicate anything to staff - if they didn't and also failed to make alternative arrangements then they did not behave reasonably or fairly
UKPC are persistent; they make noise but rarely take things further.
Private parking companies can only issue invoices which you can dispute with them.
If you decide to write to them do not, under any circumstances, use the word 'appeal' as that is immediately taken as an admission of guilt; you disagree with their invoice.
If you do choose to contact them, keep it brief and focussed.

Private parking companies do not the legal right to issue a 'penalty notice'.
Have just seen your updated post; go straight to facilities or site manager and make some noise about threatening attitude adopted by their contracted parking management company - hospital failed to make adequate provision when they knew restrictions would apply due to building works and your missus is now expected to pay £x for the privilege of being at work on the day in question.
Ask the direct question - what was she supposed to do?
Do not be fobbed off by site management if that is what they attempt to do.
If she is in a union, refer to site representative; her staff parking permit has been ignored in exceptional circumstances.
