Why is it that the first thing the (mayor?) bloke decides to do is take his medal off?

Is he hoping to use it as a lifeline??

I vividly remember a bloke doing an OB, about some Russian diplomats who'd been kicked out of the country. He was stood outside on an obviously cold, damp evening, and having to give the names of these blokes, proper tongue-twisters, which he got through, and then got to the end bit, where he had to say 'expelled for activities inequitable with their position', which he completely fluffed!
He then signed off, saying something like 'this is so-and-so, outside the Russian Embassy, cold, wet, and pissed-off, good night'.
I sat there open-mouthed, I couldn't believe I'd actually heard what he'd said!
I've never seen it repeated on telly, or heard any reference to it, so I'm really not sure it really happened, but it's certainly stuck in my memory.
Sadly it preceded the Sky box and the ability to instantly re-wind live TV.

Yes, I think he was holding it out for her to try to grab hold of, which might have been a bit of an error, if she'd yanked it out of his hand.
