Travelling to a family wedding shortly and I’ve booked 3 rooms, one for my wife and I, one for my daughter and her partner and one for my son and his girlfriend using their saver rate

Son and his girlfriend now can’t go, fair enough, I lose the money for their room. My brother and his wife are also going and were going to stay in their camper but my sister-in-law is fretting about getting showered and dressed for a wedding in a camper

So an obvious answer is for them to take the now spare room but there isn’t a booking in my brother’s name - do Travelodge check ID or put a debit/credit card on hold in case of extra charges?

If you've booked all the rooms, they won't be bothered who's in the others

As above, check in all three rooms and pass the key card to your brother when they arrive. Just say the third room is on the way if they aren't there. The booking is in your name.

They have never checked my ID and I use them fairly frequently!

Travelodge are more likely to move you to a different hotel, elsewhere than look at the names of anyone checking in.

From within the trade it's good form to let them know who is in the rooms with names given to the hotel before check-in. Some hotel reception staff can be sticklers for only allowing the people on the reservation to collect keys to rooms and if your name's not down you're not coming in can happen. There is usually a means of getting the Travelodge reception email address online and you can tell them this way to avoid on-call hell music. Your brother can be billed separately for anything 'extra' booked through his room (unlikely as it's a Travelodge) or any damages.
