Do they only work by ringing or Bluetooth?

Reading those reviews I wouldn't really want one.

Does this mean we are not yet at a stage whe we can ut a GPS tracker on our bikes for a reasonable cost?

No we can do that fairly easily - the tricky part is:

1) making it concealable and/or very hard to remove or defeat
2) powering it
3) getting decent mobile reception inside a steel bike frame
4) the need for a data-enabled SIM card
