When I go cycling on my own it would seem a good idea for my wife to know where I am. How would I set that up, ideally with a "he hasn't moved for 15 minutes" text alert feature?
I have an iPhone 10, no Garmin or similar.
We both have Google accounts with location sharing switched on. Open Google maps and we can see each other's location.
I don't know about alerts but you can see when the location last updated, which is usually a few seconds with good signal so it's easy to tell if someone is moving or not.
If an iPhone 10 works w Strava, use Strava beacon:

Or if you have a Garmin you can use Livetrack in conjunction with your mobile.
My wahoo bolt has one via the app but I'd imagine you'd need the device too.
I think you can allow yourself to be tracked via Google maps.
Android user here and I use Google maps location sharing and sometimes Strava beacon.
Doesn't help with the alert aspect though.
on an iPhone just set up Find My iPhone (part of iOS) and you can see the location of each others devices. Won't alert though.
The problem with a non-movement alert is you'd have remember and be able to turn it on and off otherwise it will go off when you are sat at your desk!
You could get an Apple Watch with fall detection if it worries you that much.
Find My is simple and reliable. Your wife needs to be on an Apple device though.
Strava beacon looks hopeful as I log my rides with Strava already. The inactivity alert would be the icing on the cake but I'm not spending money to achieve it.
Neither of us want tracking on all the time as we both value our privacy, I'll go play with Strava and see how it goes.

If you both value your privacy then maybe a full time tracking device will work as you will only use it when needed?
Our preference is Life360 and we frequently use it to coordinate meeting when out hiking or biking. We also use find my apple device on my daughters watch, which is pretty good. Just us, but we found google and WhatsApp to be pretty rubbish!
We use life360. Of course like anything it can lose signal intermittently in the hills round here.
Do you really want a "not moved for 15 mins" alert as that could be a particularly annoying double puncture or snapped chain.
Unless you want a standalone subscription google maps/find my/etc will do the location and an apple or garmin watch with do the "crash detection" bit. Having said that, does an iphone do that as well?

If you're concerned about the "hit a tree and knocked yourself out" scenario then even the lowly Apple Watch SE (or series 4 on, if you're buying secondhand) do fall detection. It's very obvious when it's about to trigger so you can cancel it if you're OK.
Quite a few Garmin watches will do similar if paired up.
WhatsApp share location feature?
I've found this next to useless. The location doesn't seem to update unless the tracker specifically checks it, and even then it's all over the place. IME.
I’d say Strava beacon is far the best option. If you crash out of range they’ll have last location and direction of travel. I think all the other options I’ve gone for an out of range phone
