Well there's a shocker. How did people think it would play out. Put yourself in the parents shoes for a minute. So your child's considered vulnerable, i doubt many people would publicly want to own up to that. Just imagine other parents / kids response, so and so is at school, parents aren't key workers (or working) so they must be bad parents. On the other end of the scale there will be bad parents who don't give a monkey's so won't ensure their kids go to school when they must yet alone at a time like this.

It's a win-win for a small section of society. They still don't have to look after their own kids and can claim they are 'at school' knowing full well they aren't and are wandering around getting into bother.
If you don't accept any responsibility for anything you don't have to give a shit about anything other than the next can.
Fixing the welfare system, investing hugely in social work & reopening things like Sure Start, youth centres etc, reversing last decade of austerity etc.

Mate who's a former copper & in criminology says there's some really dark situations & stuff going on.
Schools already know who the vulnerable kids are, they are the frontline welfare providers.
They, along with social workers like MrsMC are going out to houses to do welfare visits if the kids don't turn up at school.
It's vital these kids get to school, for the safety, the routine, the meals, and some more attention than they normally get.
