I get what you mean BillMC, seems to focus a lot on a politician who was close by but not directly involved with the event other than as a witness. A peculiar way to frame the story.

It's mostly a factual account of what happened.

I guess there is an inference that the VIP could/might have been part of the intended group of victims. Assuming the suspects are trumpy maga fag hating pond life a democrat politician would be an excellent score for your rampage. It might be coincidence that in an entire parade they were that close. Or not.

Whatever - a sad state of affairs. (Some) People are horrible.

It basically says  - something bad has happened, it might have happened for a number of reasons but we don't actually have any idea so we'll just put down a few things we've heard and some speculation.

They author is given as "staff and agencies", which implies its just complied from various sources. There's even placeholders left in.

As for the motive, sounds more like wrong pedal, stuck throttle, floor mats lifted over the pedal, stupid place to attempt a burnout rather than malice.

It seems to have been a horrible accident, the driver was part of the group who were injured, I believe, but nobody could explain how it happened, as of when I read about it earlier today.

I think Kelvin has it. It's how a lot of the news reports are written here when there isn't a clear indication of guilt. This just reads like a US news report that The Guardian published.
