Is the timing of this announcement anything to do with the fact that the deadline for rolling testing out to care homes has just been moved back 3 months?

Care homes were promised asymptomatic testing by… now… and have just been told that residents and their families are likely to have to wait ‘till October for those promised tests… but the headlines are being grabbed by this announcement about other future tests… where are the tests that they were promising for now?
