My landlord wants to sell me their flat (been renting it for a couple of years) but I've declined on the basis they want '000s more than any recent selling prices and service charge is £190/month.

They've said they want to put it on the market, which is fine as I'm looking elsewhere to buy.

Question is, can they sell it from underneath me and throw me out or do I have rights as a sitting tenant to move out when I've got my new place ready to move into?

I want to buy asap but if I can't find anywhere, don't want to get locked into a new 6-month tenancy agreement with all the associated costs of agents' fees and moving house...

Check your contract. there should be a section in it regarding this. My thoughts are that the Landlord still has to give you the minimum notice period regardless.
