My son's on a Duke125 and has his A2 booked for the end of March, he's eyeing up a Honda CBR650F and having it restricted to 47bhp until he's eligible to ride it full power.
He's also considering other bikes.
We don't know anything about how you go about restricting, how easy it is to turn on/off, who does it, etc.
I'm wondering if it's just a plug in remapping gadget and maybe like a black box the insurance knows if it's been disconnected.

How long until hes allowed to ride an unrestricted bike?
If its a couple of years it maybe less hassle getting a cheap A2 bike
Id also check the insurance options on a A2 bike vs a restricted one.
If he has an accident the insurance will want proof that it was restricted, so you'll probably need to do it formally via a dealership
Newer bikes it will be a mode in the ECU, older bikes its more of an air/exhaust restrictor
