If you start at the bottom of tlr2 do you move up through that scale like the main pay scale or not?

The tlr is for the extra responsibility you are taking on and so is fixed for that post.

Thats what I thought, thanks. tlr 2 is quite wide ranging though so presumeably I can try to be but in above the bottom of it.

TLR spilts are decided by the school.

And IIRC there must be at least £1500 between each 'split'.

Your school will have established values for the 2a, 2b and 2c. It's probably in the pay policy
