Whats a cheap and effective way to create a sports surface for tennis/football in the garden. At the moment im planning of getting some topsoil and seed but wonder if there is another cheap way of getting it done,, for 150sqm

Decent turf will be about 300 quid, that's what I'd do.

Not cheap, but artificial grass really would be much better. Any turf that gets a lot of footfall turns to mud quickly. If you seed it the lawn will be thinly rooted for up to 2 years and be even more susceptible to damage.
