facts:
got a child arrangements order
in that details passport 14 days before holiday
holiday was discussed and agreed in court 8 months ago
What is happening:
#asked for passport to be given conditions before release which are not on the court order which i am unwilling to meet
Where do i go from here - 5 weeks til hols time
To your lawyer, or back to the judge for a direction. Very hard to give advice beyond that with out much more information. However no mater how much information you provided the answer will be see a lawyer your only way to enforce the arrangement is via a court order.

As I understand it the order is in place so you and the other party have to stick to that unless another direction is given by the court so trying to "add-on" conditions is not reasonable and goes agaist what is in place, but being right isnt going to get you the passport so as above speak to your lawer to try and get something done ASAP
