This is the same John Bercow that publicly and firmly chastised that blundering buffoon Boris for sexism recently. Opportunistic Tories be opportuning I suppose.

The question is, was it a factual statement? Is she a) stupid, and b) a woman?

I know someone who sat on a medical research committee with Andrea Leadsom, his impression of her smarts tallied with the Speaker's

I think Bercow knows his time is up so doesn't give a fig anymore

she was my MP for a bit, and I can confirm she's not the sharpest tool in the box by a long way.

About? I can think of a few, and a few ‘stupid men’ too...

I think the use of ‘woman’ in this situation is the issue, and probably defensible as it’s a plain descriptor, and I suspect Bercow would be just as likely to say ‘stupid man’ to a bloke. If he’d have used any feminised demeaning insult words like bitch, bint, mare, etc, he’d be on much dodgier ground.

I have it on extremely good authority from numerous sources that Leadsom’s apparent intellectual prowess, if it could be distilled into high explosive would be insufficient to dislodge a casually applied xmas cracker crown.

However referring to The Leader of the House as a “stupid woman” in front of colleagues and public alike is going to invite criticism. I’m mindful of what The Speaker has said to Boris Johnson in the past, but when you’re an ex-Bullingdon, such insults are de-rigueur.

Now, if The Speaker held in disdain a policy that was ever so slightly the prevailing view of a vocal minority in parliament then his conduct would be being monitored closely, especially when The Leader of the House is part of that vocal minority.
