the surveying ones tend to be a lot smaller and more like a stud IME, I'd say those are boundary markers for things like external seating area for a café, seasonal stands(e.g. xmas stalls), temporary stands etc

Nah not survey points, usually a small (5p ish) head on a coloured marker 40mm or so wide, yellow on my current site.
