So - as far as I understand it, the rule is 'if street lit it is 30mph unless otherwise signed ( has to be every other lamp post). So, when your local council switches off two out of every three street lights ( to save power), what is the speed limit?

The lights don't need to be on!

In built-up areas and where the street lights are not spaced more than 200 yards (183 metres) apart, the limit is 30 unless otherwise indicated. So no need for a speed limit sign.

Fair enough - I was drunk (walking home in darkness).

Speed limits don't apply to pedestrians.

Be difficult to exceed the speed limit anyway if you're carefully measuring the distance between lamp posts.
