So 5 or 6 times a day I get the same call but from different numbers.
The call is that recorded message, a man:
Hello (pause), can you hear me (pause) , what number did I call? (pause) etc etc.
I think they are trying to record me saying stuff they can use to try and get past security on my bank.
However the number is from a different location every time, Canada, America, Libya, Ukraine, Estonia, etc etc. So annoying.
I called my mobile provider and they just said register with the TPS, well guess what, I am registered with the TPS...
I can complain to the ICO but they dela with enforcing behaviour on UK marketing companies, I don't think this is marketing its illegal behaviour.
What can I do? I assume they are using voip, hence the can spam numbers.

Mine had dropped off completely but seems to have restarted in vengeance in the last few weeks. Including the 'I'm from BT there's an issue with your internet' one from overseas that rang at half past six the other morning.
My parents are of the age where a phone call at that time instantly has me panicking, so the caller didn't get the best version of me!
This is exactly the same call every time, different number, every time.
I did have the BT cut you off call a few time a couple of weeks ago, they got anglo saxon.
Are you able to hit the 'block number and report' on your mobile? It works well on my Android on Vodafone.
I went through a period of being battered by spam calls this time last year or so - however it's dried up to one every couple of months.
Thankfully not on mobile, but we're currently having them every hour or so on the landline, which is difficult as my wife is a teacher doing lessons from home.
We've just resorted to unplugging the landline during the day.
I can block, but its a different number every time..
HMRC calls here - different mobile numbers but same message each time, between 0 and 4 a day. I prefer the days when it is 0.
Each time it gets reported through the Samsung app (same with spam SMS) but the spammers just move on to another number.
I never ever answer a number I don’t recognise. A message will be left if important. If no message left I block number. Only get maybe one a week now !
Its not ideal, but for landlines you can use bt’s call guardian, or some of the stuff from truecall.
We've had an increase in the last couple of weeks, fake HMRC, but also a rash of texts informing us that a device tried to connect at (whatever time) click link to verify. All purporting to be from banks, from a variety of mobile numbers. I just block them, don't know what else can be done - maybe they'll run out of sim cards eventually. I've also started turning my phone off quite a lot, I don't need to be contacted 24/7 any more.
To reduce spam calls to a landline the best options are being ex-directory and signing up to a call minder / guardian service with your provider.
We kept getting the one about having our internet disconnected due illegal activity. I just kept going along with it to waste their time, they got the message eventually.
My issue is on mobile.
I ask them to enter their 4digit passcode into the keypad, then ask them for their passcode ,then say they’ve failed the security questions and I can’t talk to them.
It feels so good.

Is there a network-level setting to block unknown numbers? I mean, not on your device, but in your 'account' or something? Might help?
From within the phone app: settings / blocked numbers will let you block all unidentified numbers (which might not be what you want) and settings / caller ID has a 'filter spam calls' option.
At least, it does on my Android 9 handset. YMMV.
On iOS, you can set the phone so that any calls from numbers not in your contacts will divert straight to voicemail, and you’ll get a message that you’ve had a call, and sometimes a voicemail. If they’re legit, they’ll leave a message, then you can call back, or put the number in your contacts for future calls. I’ve has a couple over the last day or so, they go in waves.

Get those occasionally, I did have one very persistent caller, who I cut off, then he left an unintelligible message, but I recognised the voice, then called again a day later while I was at home, so I thought I’d have some fun and follow his instructions, which ended up with him cutting the call after I said the web address he wanted me to use was flagged as dangerous by my Mac.
Get loads through my work direct dial and work mobile phone (public listing of both on our website).
Nature of my job means I'm often answering unknown numbers and I'm in a sector targeted by scammers (professional services) so got to stay awake.
Never toy with a scammer get them off the line and block the number. You might just give something away. Its what I tell my kids.
We were getting the Openreach calls several times a day. In the end the phone was hung up by the time they got to the O.
Used to get a lot on the landline. Mostly our landline calls end up going to voicemail anyway. If I pick up without first seeing the callerID being one of the few people who does call us I don’t say anything until the other caller speaks. Usually makes spam autodiallers drop the call.
on mobile I use iOS’s diverter for both voice and text - all the numbers not in the contacts list are shifted to voicemail or an alternate messages list without alerting you there’s been one. Then I review if there’s a voicemail.
just the modern equivalent of junk mail I suppose. Albeit a cheaper, easier, & presumably more profitable for scammers & criminals to exploit.
Almost disappointed that I have never experienced one of the ‘internet issue’ or ‘windows problem’ calls. Mine have been PPI, auto accident, and ‘electricity supplier’.
I remember calling someone to arrange an interview after a job application.
They had a mocking voicemail that did the "hi........ hi...... how are you?...... yes.... Oh really.... " thing to try and make me have a fake conversation.
It did start me trying to converse and was done in a snide and pathetically giggly way.
We were overflowing with candidatew so I left a message saying I was calling about a job interview but decided not to go forwards with it based on their unprofessional voicemail. A learning moment, I hope. Probably not...
I never answer unless I know the caller. I always email or WhatsApp new business, some call back but I never answer.
Listening to the various phone ins on the radio the scammers are very good at what they do.

I never answer a call I don't have in my contacts. And when asking for quotes, I ask businesses to email me (partly so I have a record of quotes, and what I asked for!). If they phone, they get ignored, until they email
Got loads of spam calls after being involved in a very minor accident. Mainly trying to persuade me to claim for injuries I didn’t have. Bought one of these and now we never have to deal with spam calls on the landline. On the mobile I only answer calls if the number is recognised anyway.
Spam calls to our landline dried up almost completely once I'd removed s from the council's open register. Its an option with all council's I believe, as 'marketing' companies, in fact anyone, can buy data from your local authority. Open Register opt out

Coupled with the few numbers that do get through being actively blocked (and reported on Android straight to Vodafone) keeps things in check. This is even on a work mobile number that is displayed on the web.
Now I know most of these things are automated, buuuut, I am also very fussy about my number (and any other data similar) being 'out there'.
I have been having Chinese spam calls to a sim card that I bought for work and never have used the details for anything. I assume someone else who knows it might have put it into some kind of web form.
