Because generating revenue from speeders is actually better than making the roads safer through increased driver training, better road engineering and more police on the road enforcing bad driving. As we all know, so long as you don't speed then you are a 100% safe driver. If you do speed then you're a potential killer and deserve to be fined to death 😉
