It's a definite no from me. All chicken farmers should be strictly vetted to weed out potential psychopaths and receive the appropriate training with regular assessments.

I'm all for anyone being able to walk into a shop and buying a chicken farm, but I do think some basic background checks and a 7 day waiting period should apply.
I'm not sure if you should be able to buy hen houses that can hold more than five hens though, why would anyone need more than five hens in a single hen house??

Sadly one of our great chicken (and duck) farmers passed away last night. Reg Johnson, who was a fantastic bloke and who's kids I grew up with (his son still lives next to me mum and dad) will be sadly missed by us in Goosnargh and the wider culinary community. You might have had one of his ducks or chickens even ~
