If they're for under rugby shorts, I have some bib liner shorts (pearl izumi maybe) that are short legged
I had some endura ones like that (also far smaller than other Endura shorts in the same size for some reason).
are you going to explain why you want such a thing? is it to prevent other rugger players de-bagging you for a laugh?

cant help much but the edura mtr ones are long
Doubt you will get them that short. ShuttVR are supposedly shortish. I use them and they are half way from groin to knee on my 30" leg. I like the Sean Yates look .
