If I buy a set of wheels from the states and they arrive damaged, will I have any right to reclaim the duty i will have paid?

i'm assuming that I have to pay the duty before delivery.

Assuming you return them or get a full/partial refund in theory yes, as you pay duty on the value, so a decreased value = less duty.

As an individual you'll pay duty before receipt though so the issue isn't if you've a right to it, it's [i]how[/i] you do it and one things fairly certain, that won't be quick or easy. (It's enough of a pita disputing the declared value when I'm paying the duty in arrears that is rarely worth it unless it's a big change to the value)

If you buy wheels from the US then you will pay duty before delivery.

If you have to return them and you are sent replacements then the package should be marked as a warranty replacement and you will not have to pay duty the second time.

I had this happen with a set of cranks (the ones I was first sent were the wrong type).
