Shoes should never be brown in town...

Socks can be unmatched to suit, but never tastelessly so.

Belt matches shoes

Tie, regimental (as long as you served) or former pupils (from a school you attended)

I don't think my old school had a tie!

depends on the purpose. Interview, wedding, funeral? just work? Or just normal day to day wear?

shoes & belt - black IMO
tie - anything you like as long as it's understated. Except funeral, plain and black.

A formal business dinner (many notaries will be there), and presenting to a national conference.

I suppose I'll end up more like this...

Avoid ties that look like a club tie. As above, only wear a club/regimental/association tie if you have the right to do so.

Navy suit? Dapper. My most recent, a lightweight for the tropics natch, was a navy one.

White shirt? Never fails to please. Of course, avoid comedy collars, such as button down (With a tie), and double cuff only please.

Brown shoes? Only on the farm, dear boy, only on the farm.

Belt? If you must, it must be black, to match your black shoes, as above.

Surely a pale one is more suitable for the Tropics ?

I can't help thinking standards have slipped in recent years.
