pretty sure they'd still chase you for more serious crimes. I think the reasoning is that if an anpr (or whatever) check showed irregularities with insurance/tax etc it's probably not worth risking death when in the event that the "crim" does get caught they'd only get a tap on the wrist and told not to do it again anyway.
In that respect I can see their point.

(if you take you decide to "run from police" as long as you are not being forced to do it, then i can't see the police have any moral obligation at all. if the risks are unacceptable to the chasie, then just stop when asked to do so by a police officer!)

Chasing some lidless numpty when chances are they're just going to get a ticking off*? Risking death doesn't seem a sensible choice. Again I'd expect armed robbers or other more serious criminals to be pursued.
*I'm pissed off about lenient sentences for road crime but I'm also fully aware that a high speed vehicle chase in a public place is a bad thing, you've got to balance what is best for the public.
They're all wrong... rob a bank then drive off leisurely in a cloud of fumes in an old Land Rover and you become magically invisible as Landies are so much part of the landscape and so unremarkable.

Maybe it's a clever ploy. Crims remove helmets police DO chase and give them a quick nudge. End of criminal.
Our regular clients build up a knowledge of where the police helicopter won't over fly and which roads the police won't pursue on also where to abandon a chase with least chance of getting seen on the helicopter footage. They pick this up from practical experience and from what is let slip in interview .
Manchester had armed robbers who shot members of the public during police chases in the hope the pursuing officers would stop to render first aid so scrotes ridding without helmets seems low key and allows the odd bit of Darwinism to creep in.
Maybe they should take the Spanish approach to fleeing motorcyclists.
