No, if my memory serves me correctly (which it usually does on trivia like this) I believe that was Rainy from Discharge after a car crash. Can still picture the photo in Sounds magazine when it happened....

I count myself lucky to have seen the Upstarts live on a few occasions.
I met him at the Tower Club in Oldham 1984ish I remember being chuffed at how friendly and DTE he was.
