I am delighted to have been offered a new job.
However I'm struggling with my resignation letter, I don't want to be unprofessional but i'm struggling to put anything positive in there. Can I just put "I've enjoyed working here"?
My existing employers have not been supportive, were utterly, utterly awful during lockdown/furlough and have not offered me opportunities to progress/develop or supported my desire to develop myself.
I can say that I have done my best and everything asked of me, but given the above, should I ask about a reference?

You do not need to say anything like that. You can just say that you are tendering your resignation and that, in line with your contract terms, your last day is on "x".
You can ask your boss/HR for a reference verbally if that makes it easier. I would hope that they would want to talk to you when you give them the letter.

No need for an essay, the main role of the letter is something formal for HR to process. Your boss should just pass it on. If you have something sincere and positive to say by all means but there is really no need.
Your action in resigning speaks louder than any fluffy words you can write.
As above, don't put anything. Just say you are leaving and when. They may want to do an exit interview and that is the point to bring things up if you want to

The resignation letter doesn't need any reasoning, just a factual one liner as others have said. If the company is any good they will want an exit interview/discussion to understand and learn. Make sure it is with somebody you can be candid with though or pointless.

The first time I ever left a job because I hated the management, I used the exit interview as a chance to unload with everything that I thought was being done wrong.
I've since learned that companies are mostly just a reflection of how the people at the top operate, and that isn't going to change. Just fill your desk drawer lock with superglue and go home 😉

Does it have to be by letter or will an email do? I think at our place many have just sent an email but I might be wrong there.

Lunge's version is what i'd go for. An yes it should be a signed letter from you. A scan of a signed letter is enough, but belt and braces says to hand it to them. Make sure the letter is dated..

I think for most places e-mail is fine, you can always ask if they want it on paper.

I worked somewhere for 17 years and my resignation letter was a one liner. As others have said, really just for contract and HR purposes.
If you get a chance for an exit interview as many employers now do, use that as your chance to explain your reasons for leaving.
An ex-colleague wrote I quit on a post-it, stuck it to his ID card and posted it to them. He was at a reasonable level in IT and was fed up of getting requests to do work (multi week projects) via post-its stuck to his desk.
I am remote based and have been unable to reach my line manager. Had to leave a voicemail.
I don't really want to email it but want to get his over and done with. Should I email it I wonder.
I emailed my line manager and HR in the same email. That way HR could start the clock on your notice period and ultimately they don't care because it's their job to 'process the humans'. The line manager will care cos you've created hassle for them and they may be evasive / delaying etc. Plus email should serve as an authoritative record.

I resigned 6 weeks ago - my boss and his boss were both on holiday. Sent an email saying "tried to contact you but wanted to get the ball rolling etc", attached the letter and left it at that.

Email either with the content in the body of the email or as a separate word document attached. Also cc in HR as suggested as this is the date at which you’ll want to claim you served notice from in writing.
With the word document approach too you can also ask in the email if they need a signed copy you’ll be happy to post one as well. Make sure the letter/document has today’s date on it too and pop a read receipt on the email for good measure.

Emails are fine. I'd cc my personal address in so I had a record.
No need for a wet signature, scan, attachment or anything else. Emails are as legally binding as letters.
Minimal content. I spoke to my manager first which is where you can deal with niceties, then sent across the email which he forwarded to HR.
As above but please do make sure you email something as well.
If you work remotely, I'd also ask for confirmation they have received it.
The first post says they have been a bit shit. Do not give them any more reasons to prove their crapness by not sending any document in officially.

After my last resignation I was quite looking forward to the exit interview to get a few things off my chest.
Turned up and they directed me to a computer terminal where I was presented with a web based questionnaire with a few multiple choice questions!

A lot boils down to do you want to leave the possibility of returning in the future. If you do simply thank them for the opportunities extended over the years (or something equally as vague) to give a ‘positive’ slant.
The other thing that I made sure was in my French engineers resignation was that she wanted to take her holiday allocation in full, the intended date of leaving (and that the last working day would be agreed based on holiday entitlement).

Think I'll be chucking mine in next week. Will be an email with the bare minimum. Might do a poo in the photocopier on my last day. As yet undecided.
Yeah, simple letter just to start the formal process - after that we have an exit interview plus some security off-boarding stuff (that part's mandatory).
Or just do it like someone in my team a couple of years ago, just stop coming to work, stop answering your phone and after a few weeks and a registered letter from HR informing you of impending disciplinary action just turn up and hand your laptop in at reception but don't tell them who you are and then another couple of weeks later email saying you're not returning to the job. Oh and then put me down as a reference for another job a few months later - he was a nice enough guy though so I glossed over the leaving shenanigans...
